Bolster Affordable Care for the Elderly and Disabled

Every person deserves to age with dignity and receive the support they need to live safely, comfortably, and independently. Our elderly neighbors and residents with disabilities are integral members of our communities — parents, grandparents, veterans, caregivers, and lifelong contributors who deserve respect, not barriers to care.


But right now, too many families are struggling to find affordable home care, assisted living options, nursing home care, and support services. I see it every week on my Meals on Wheels delivery route. Long waitlists, chronic understaffing, and rising costs are forcing people into difficult situations and placing enormous strain on family caregivers.


We can’t build strong communities if we leave our most vulnerable residents behind. We must invest in a care system that works for everyone — older adults, people with disabilities, and the working families who support them.


My priorities for strengthening care services:


  • Expand access to home and community-based services, so seniors and people with disabilities can stay in their homes longer and avoid expensive institutional care.

  • Increase wages and benefits for direct care workers, including CNAs, PSSs, DSPs, and home health aides, to recruit and retain the essential workforce families rely on.

  • Strengthen support for family caregivers with respite services, training, and financial assistance to reduce burnout and keep loved ones at home.

  • Reduce waitlists for Medicaid waiver programs and other services that provide in-home support, therapies, and community inclusion for people with disabilities.

  • Protect affordable housing options specifically designed for seniors and adults with disabilities, including independent living facilities and assisted living supports.

  • Streamline access to services by improving coordination between state agencies, providers, and families, reducing bureaucratic obstacles that delay care.

  • Ensure rural communities are not left behind, with better transportation options, telehealth access, and mobile care services.



Supporting seniors and people with disabilities strengthens the entire community. When we invest in affordable, reliable care services, we help families stay together, reduce long-term healthcare costs, and ensure every resident has the opportunity to live a safe, dignified, fulfilling life.
